I am going to let you judge for yourself. But personally, I have seen this type of rambling many, many, times before. Usually just after "Last Call". It would explain why the Baucus Bill took so long and finally emerged as vapor legislation.
FYI: this happened last week and no one in the lame steam media covered it. I wonder why?

I wouldn't call him stumbling drunk, but he does appear impaired. They drug test many types of employees on the job. Can we not drug/alcohol test our federal employees? We pay them enough. They owe us their sobriety.
That is embarrassing - if he was drunk, it's understandably incoherent. If he was sober, it's worse.

The only other possibility I can think of is an overdose of novocaine at the dentist's office. But on the basis of the breathless, rambling, slurring yapping, I'd say it's a four-martini lunch.
